ILB operates a dedicated Human Rights Department

The Human Rights Department is a dedicated division of the International Law Bureau focused on protecting the rights, freedoms and lawful interests of individuals regardless of their citizenship, place of residence or jurisdiction.

The Department provides comprehensive support for each enquiry, initiative or situation requiring legal, organisational or informational assistance — from analysing circumstances and legal assessment to preparing submissions, proposals and initiatives to competent authorities, and communicating with government bodies, diplomatic missions, insurance companies, medical organisations and other entities.

Main Areas of Activity

The Department provides legal, organisational and informational support in situations related to the protection of human rights, the safety of foreign nationals, tourists, residents and other individuals regardless of their citizenship, country of origin, place of residence or place of stay, as well as effective interaction with government authorities.

The main areas of activity of the Department include:

01Legal and organisational assistance to foreign nationals, tourists, residents, nationals of the relevant country and other individuals who find themselves in difficult situations both outside their country of citizenship and within their own jurisdiction
02Preparation of appeals, statements, complaints, petitions, explanations, proposals, initiatives and other documents for competent authorities
03Facilitation of communication between citizens, foreign nationals, tourists, residents, competent government authorities, diplomatic missions, insurance companies, medical institutions and other organisations
04Informational support for citizens, foreign nationals, tourists and residents on procedural matters in complex legal, everyday, insurance, migration and other situations
05Support for matters related to loss of documents, property, road accidents, insurance cases, medical assistance, domestic disputes and other circumstances
06Participation in the development and support of cooperation mechanisms between public organisations and competent government authorities
07Facilitation of the recruitment, organisation, coordination and supervision of foreign volunteers providing assistance to tourists, foreign nationals, residents, other individuals and competent government authorities
08Support for competent government authorities on matters of communication, legal, organisational and informational assistance when working with foreign nationals, tourists, residents and other individuals
09Preparation of concepts, interaction rules, selection models, training and coordination of volunteer programmes
10Promotion of the principles of equality, human dignity, non-discrimination, protection of human rights and constructive international cooperation

Our Approach to Work

The Department operates as a professional division of ILB, combining legal expertise, international communication, organisational support and practical assistance in situations requiring precise understanding of procedures and the competences of government authorities.

Particular attention is paid to interaction with foreign nationals, tourists, residents, and nationals of the relevant country who face linguistic, cultural, legal, administrative or other barriers when approaching competent authorities both outside their country of citizenship and within their own jurisdiction.

Within this area, the Department may participate in preparing and supporting volunteer initiatives aimed at assisting tourists, foreign residents, nationals of the relevant country and government authorities within the limits permitted by the legislation of the relevant state.

The Department's activities are based on the principles of legality, respect for the sovereignty of the host state, non-interference in the powers of government authorities, protection of human rights, confidentiality, professional responsibility and constructive cooperation.

Volunteer and Communication Initiatives

One of the Department's areas of activity is participation in the development, organisational support and practical implementation of initiatives related to engaging foreign nationals who permanently or long-term reside outside their country of citizenship as volunteers to assist tourists, foreign nationals, residents, nationals of the relevant country and competent government authorities.

Such activity includes assistance with communication, translation, informational support, explaining procedures, facilitating access to competent authorities, interacting with diplomatic missions, insurance companies, medical institutions, tourist organisations and other entities, as well as participation in developing training, education and volunteer coordination programmes, rules for their interaction with competent authorities, codes of conduct, ethical requirements and mechanisms for overseeing their activities.

In the course of its activities, the Department cooperates and may develop partnerships with:

Government authorities of various countries
Law enforcement agencies, public security bodies and administrative structures
Diplomatic and consular missions
Tourist organisations, the hospitality sector, insurance and medical institutions
Foreign communities, residents and volunteers residing outside their country of citizenship, as well as citizens, public initiatives and volunteer associations within their own country
Public organisations, human rights structures and professional associations
Mass media and public information platforms
